Senior Manager, Organizational Development

Job Purpose & Summary

While consistently demonstrating DUCA’s values of “Bringing out the best in others”, “Doing what’s right even with it’s difficult”, and “Making what’s possible happen”, the Senior Manager, Organizational Development will identify, create, and execute the tactics required to deliver on talent development strategies at DUCA.  This includes identifying the ideal future state, conducting in-depth OD related needs analysis and building the tools needed to create effective employee experience and engagement, performance measurement, transition to hybrid/remote work, and employee development programs.

In addition to providing thought leadership and subject matter expertise, this position will be an independent, hands-on creator of new programs and the associated frameworks and manager tools that ensure DUCA’s talent remains a competitive advantage. Partnering with all levels of business leaders and the People & Culture team, the Senior Manager, Organizational Development will ensure leaders are equipped with the right tools to advance DUCA’s strategic priorities while transforming to our future state of a more flexible working model.

Key Accountabilities & Duties

  • Contribute and provide key input to the development of an organization wide talent strategy; provide subject matter expertise on all OD related programs including talent management and employee development
  • Proactively and independently identify, prioritize, recommend, and develop the tactics and approach necessary to build the skills, knowledge, capabilities, and behaviours required to meet business goals; determine and manage resource needs and budget, partner with and manage external vendor relationships as needed; plan and execute all program launches with an effective and supportive transition to HRBPs
  • Independently create all necessary frameworks, tools, and guides for use by HRBPs and managers when implementing OD developed talent management and other related employee programs; ensure all tools are designed in a user-friendly manner, are error free, and contain clear and concise language that aligns to DUCA’s culture
  • Identify needs and drive the development of people manager training; act as a subject matter expert on content; partner with the Learning team to create effective design and delivery methods to meet objectives
  • Create and implement programs, tools, and processes to support accurate employee performance reviews and talent development 
  • Identify and recommend an effective succession planning approach; develop the framework, tools, and other elements to support a successful roll out of the program
  • Develop, launch, and continuously improve the talent review program; support the initial roll out and effective transition to HRBPs so that successors are consistently identified and succession plans for critical positions are developed
  • Develop employee experience feedback tools to equip leaders in developing, implementing, and measuring outcomes; support applicable working groups in an engaging and inclusive manner (e.g., employee experience teams)
  • Identify and recommend an approach for a future state skill-based workforce planning framework; develop the tools needed for Talent Acquisition and / or the HRBP to determine what skills will be needed, identify gaps, and support the development of plans to close gaps
  • Deploy effective change management techniques to ensure successful implementation of new initiatives
  • Develop feedback loops to evaluate and monitor the effectiveness and business impact (ROI) of all assigned initiatives and leverage the information towards continued program enhancements

Occupational Experience & Education Requirements

  • Post-secondary degree in related discipline or equivalent experience
  • CHRL or other related designation an asset
  • 7 - 10 years’ progressive experience in HR, Talent Management, or Organizational Development
  • Demonstrated experience developing and implementing:
    • talent management initiatives
    • performance review programs and tools
    • proactive workforce planning models
  • Financial institution experience an asset
  • Experience partnering with and managing external vendors
  • Experience managing OD related projects through to implementation

  • Ability to proactively identify organizational needs and build programs and tools from scratch

  • Strong business acumen with an understanding of how talent development, employee engagement, and culture can positively influence business results and employee performance
  • Ability to work with general direction and exercise independent judgment

  • Strong attention to detail
  • Data driven with strong analytical skills and the ability to synthesize information to identify key themes and gaps
  • Effective project management skills with the ability to manage multiple priorities and deadlines
  • Proficient in leveraging technology to advance organizational development objectives
  • Highly proficient in Microsoft Office Suite including Word, Excel, and Powerpoint
