Assistant Vice President, Treasury 

Job Purpose & Summary

Reporting to the Chief Financial, Compliance, & Corporate Services Officer (CFO) with a dotted line reporting relationship to the VP, Finance, the AVP, Treasury will lead the treasury function, in developing and executing a  strategy that ensures compliance with existing policies while recommending changes to align with the growth and development of the business.  

The AVP, Treasury will help DUCA achieve its strategic objectives by introducing improvements to treasury performance and risk analytics spanning capital, Asset Liability Management (ALM), and liquidity initiatives.  With a focus on department wide process and procedure improvements, the AVP, Treasury will lead and support key initiatives and improvement in reporting and communications to internal and external stakeholders (senior management, Board, regulator, rating agencies, investors).

Key Accountabilities & Duties

  • Work with VP, Finance to develop treasury strategy and overall development of the department commensurate with DUCA’s growth and evolving complexity. Execute on strategic treasury initiatives as needed including funding strategies, capital optimization initiatives, capital raising initiatives, balance sheet transactions, rating agency presentations, merger and acquisition activities, and financing and securitization
  • Work with executive leadership and the Board to formulate and implement balance sheet policies, including the establishment of risk parameters; develop and recommend new policies as required
  • Ensure department activities are in compliance with treasury policies, accounting guidelines, governance policies and internal controls
  • Manage cash and investment portfolios; oversee cash management banking as well as implementing new bank technologies, products, and services to improve the cash cycle
  • Ensure adequate liquidity for working capital needs and invest short-term excess cash
  • Lead short and medium-term cash forecasting process and analysis to ensure visibility, predictability, and access to liquidity
  • Facilitate the quarterly Management Risk and Asset Liability Committee (MRALCO) package and enhance the interest rate risk management function
  • Operationalize, improve, and manage the capital and liquidity stress-testing process and prepare the Internal Capital Adequacy Assessment Plan report for the Board and regulator
  • Assess and manage the foreign currency risk management program including exposure identification and determination of hedging strategies
  • Lead and manage the securitization program ensuring compliance with policy limits
  • Maintain and manage relationships with service providers including banks, money managers and rating agencies
  • Monitor relevant market and/or regulatory trends that may impact DUCA and develop solutions or strategies to mitigate potential risks
  • Assist the VP, Finance with projects and analysis; prepare related business cases and presentations for review by internal and external stakeholders

Occupational Experience & Education Requirements

  • Bachelor's degree in Accounting, Economics, Finance, or a related field required; MBA an asset
  • Professional designation (CA, CGA, CMA / CPA, CFA,) required
  • A minimum of 5 years’ experience managing internal treasury functions including interest rate risk analysis, liquidity management, securitization, and stress-testing
  • Financial services industry experience is an asset
  • People management experience required

Working Conditions

Working conditions may require extended hours in preparation for quarterly board meetings and special projects.
